Marking a pivotal move for the UK’s low carbon heating industry, members of the Heat Pump Association (HPA), Ground Source Heat Pump Association (GSHPA), and Heat Pump Federation (HPF) have officially committed to merge into a single, unified Heat Pump Trade Body; Heat Pump Association UK (HPA UK). Launching in January 2026, this organisation will bring the sector together to provide one powerful voice.
With heating accounting for approximately 25% of the UK’s carbon emissions in 2023, accelerating the transition to low carbon heating across the domestic, commercial and industrial sectors is vital to reducing carbon emissions but also to deliver cleaner, cheaper and more secure energy to British homes and businesses.
The merger marks the growth and maturity of the sector, as it readies to play its role in accelerating the deployment of heat pumps and low-carbon heat networks to enhance the UK’s energy security by reducing our dependence on volatile overseas gas markets.

To celebrate this unification, the HPA, which will rebrand as HPA UK in January 2026, is offering free membership for the remainder of 2025 to all new members who commit to a membership for the 2026 calendar year. This offer is designed to welcome new voices to the united body ahead of the launch, and showcase the value of the Association.

HPA UK will be the UK’s unified trade body for the heat pump sector, formed by the merger of the Heat Pump Association (HPA), Ground Source Heat Pump Association (GSHPA), and Heat Pump Federation (HPF). Launching in January 2026, it will represent organisations across the full heat pump supply chain, including manufacturers, energy companies, certification bodies, installers, designers, drillers, software providers, and training organisations. HPA UK will provide a coordinated voice for the sector, helping to accelerate the deployment of heat pump technologies, strengthen industry representation with government and stakeholders, and streamline member services.
On the 10th of September, the Heat Pump Association (HPA), along with two of its manufacturing members, Mitsubishi Electric and NIBE, kindly supported by the MCS Foundation and Nesta, took working heat pumps to the Scottish Parliament’s doorstep to bust myths and raise awareness of the vital technology and its role in decarbonising Scotland’s heating.
The HPA’s ‘Hear, See and Feel a Heat Pump’ event provided a fantastic opportunity to meet with MSPs and representatives from 5 different parties, various party spokespersons on Net Zero, Energy and Climate. As well as those who sit on the Net Zero, Energy and Transport Committee, who will be tasked with scrutinising the upcoming Heat in Buildings Bill and Draft Climate Change Plan, and the Local Government, Housing and Planning Committee.
MSPs and stakeholders also had the opportunity to see both Air-to-Water and Ground Source heat pumps in action, hear from industry and technical experts who were on hand to answer their important questions, and experience firsthand how heat pumps provide reliable low-carbon heat.
Commenting on the event, Olivia Smalley, Head of Policy and Communications at the HPA said, “This event was a brilliant opportunity to showcase heat pumps directly to MSPs, particularly in light of the highly anticipated publication of the refreshed Heat in Buildings Bill. We were able to highlight the urgent need for policy certainty, and evidence the sector’s ambition to scale up should the Bill be delivered.”
Mitsubishi Electric’s Achilleas Georgiou said: “We were delighted to support the ‘Hear, See and Feel a Heat Pump’ event at the Scottish Parliament. It’s vital that policymakers can see for themselves how proven, efficient, low-carbon technologies like heat pumps can help decarbonise Scotland’s homes. As we look towards the upcoming Heat in Buildings Bill, as a manufacturer of heat pumps in Scotland, we want to work closely with government and industry partners to ensure heat pumps play a central role in delivering net zero, while giving households and businesses the confidence to make the switch to cleaner heating.”
Robin Parker, sustainable future mission manager at Nesta Scotland, said: “Thousands of heat pumps have been installed over the last year across Scotland, providing homes with efficient decarbonised home heating. But our political representatives might be unaware of how well they work – most heat pump owners are happy with the technology. So, it was great to bring heat pumps to Holyrood and help Scotland’s representatives find out more. The job now for our politicians is to put in place the policies that will mean many more people will be able to put Scotland’s abundant renewable electricity to use heating their homes.”
Cormac Wright, Regional Sales Manager Scotland at NIBE, said:
“It was fantastic to bring NIBE heat pumps to the Scottish Parliament and show MSPs just how reliable and efficient this technology is. Scotland has a unique opportunity to lead the way on low-carbon heating, and events like this are vital for building confidence among policymakers and the public. We look forward to supporting the ambitions of the Heat in Buildings Bill by working closely with government, installers and training providers to scale up the transition to clean, sustainable heating across Scotland.”
Garry Felgate, Chief Executive of The MCS Foundation, said, “MCS data shows that Scotland is leading Britain when it comes to heat pump uptake and a just transition to clean heat. Yet to meet our climate targets and successfully decarbonise homes, heat and energy, heat pump uptake must increase significantly. We need an ambitious Heat in Buildings Bill to deliver that by setting out a clear path to phase out fossil fuel heating from 2035.”

The Heat Pump Association (HPA) is pleased to announce that Miatta Fahnbulleh MP, Minister for Energy Consumers, will give a Keynote Address at its first Conference, taking place on 26th November 2025 at the British Library in London.
The Minister has shown a strong interest in engaging with the heat pump sector and working closely with industry to accelerate the UK’s transition to low-carbon heating.
This year, the HPA will host its inaugural conference, titled Heat Pumps: How to further, faster…, to mark its 30th Anniversary and bring together voices from across the sector to discuss how to scale up deployment of heat pumps and deliver real progress on the ground.
Alongside the Minister’s address, the day will feature keynote speeches from Nick Winser, Commissioner at the National Infrastructure Commission, and Paul Kenny, Director General of the European Heat Pump Association.
The agenda will cover a wide range of topics, including heat networks, green finance, and the Future Homes Standard, with expert contributions from Dr Richard Lowes (Regulatory Assistance Project), Dr Emily Nurse (Climate Change Committee), and Madeleine Gabriel (Nesta), among others.
The day will close with remarks from Tom Hayes MP, HPA Patron and National Energy Mission Champion, followed by a networking drinks reception.

The Heat Pump Association (HPA) is pleased to announce the appointment of its next Vice Chair, Chris Taylor-Hamlin, Senior Environment Research Manager at Daikin, who will officially enter post in September 2025.
Chris brings a wealth of experience in the renewable heating sector and within trade associations and has been an active member of the Heat Pump Association. His assistance in leading the HPA is expected to further strengthen the Association’s strategic direction and industry influence at a pivotal time for the UK’s transition to net zero.
Commenting on his appointment, Chris Taylor-Hamlin said:
“It’s an honour to have been voted in by the members as Vice Chair of the HPA. The HPA is one of the most proactive associations I have had the pleasure of working with. There remains a lot of work to do via the HPA to aid governments, the regions and the country as a whole to reach the necessary decarbonisation targets. I intend to repay the trust placed in me by my fellow HPA members by impartially representing the whole heat pump sector.”

Commenting on the publication of the Clean Energy Industries Sector Plan, Charlotte Lee, Chief Executive of the Heat Pump Association and member of the Clean Energy Sector Council said: ‘It is great to see heat pumps, and by association heating systems, being listed as a frontier industry within the plan and identified as one of six areas with the highest growth potential.
With a new Heat Pump Investment Accelerator Competition confirmed, £13.2bn recently announced for the Warm Homes Plan alongside a clear timeline for the introduction of the Future Homes Standard and a pledge to expand heat networks, it is clear the Government are committed to enhancing the UK’s energy security by decarbonising heat from buildings.
Whilst we await the detail within the Warm Homes Plan, this strategy sets clear intentions for the sector, and the HPA will continue to work closely with Government to support their missions to break down barriers to investment and deliver nationwide growth.’

The HPA is set to celebrate its 30th Anniversary at its first Annual Conference – Heat Pumps: How to go further, faster… – on the 26th of November 2025.
Taking place at the iconic British Library in London, the event will gather leading voices from across the heat pump sector, with through a series of talks, panels and speaker sessions scheduled to focus on solutions to accelerate deployment across the UK.

The Heat Pump Association (HPA) is proud to announce the election of its first-ever Installer Representative, Damon Blakemore from Blakemore Renewables. This newly created role marks a significant step in continuing to ensure that the voices of heat pump installers are heard and reflected in the HPA’s work.
Elected by HPA Installer member organisations, Damon will serve a two-year term, working closely with the HPA team to gather insights from its installer membership which has increased by over 340% since the launch of its partnership with MCS. Damon will work to highlight key challenges and opportunities and help shape the future of the UK’s heat pump sector.
“I’m honoured to take on this role and represent the dedicated professionals who are driving the heat pump revolution on the ground,” said Damon, Installer Representative and Owner of Blakemore Renewables. “Installers are at the heart of the transition to low-carbon heating, and I’m looking forward to bringing their perspectives to the forefront of the HPA and industry discussions.”
Following the relaunch of its Installer Membership in 2024 and the recent launch of the HPA’s partnership with MCS to offer free HPA Installer membership to MCS Certified Heat Pump Businesses, the creation of this role is part of the HPA’s broader commitment to collaboration across the sector.

Following an announcement today that all new builds will have solar panels and some form of low carbon heating by default as part of the Future Homes Standard, HPA Chief Executive, Charlotte Lee said:
‘The HPA welcomes clarity on the publication timeline for the Future Homes Standard and confirmation that all new homes will be required to have low-carbon heating, such as heat pumps. Coupled with solar PV, highly efficient heat pump installations will result in low consumer energy bills and increase the UK’s energy security.
