HPA UK respond to Climate Change Committee Adaptation Report

Charlotte Lee, Chief Executive, HPA UK, said:

“This report is a clear warning that the UK can no longer treat cooling as an afterthought. As we face more frequent and dangerous heatwaves, we must prepare our buildings- including homes, schools, offices and care settings for a future of more extreme temperatures. Heat pumps offer a practical long-term solution with many systems providing both efficient heating in winter and cooling in summer from the same technology. It is a timely reminder of the need to futureproof our buildings and energy systems now

Alongside accelerating the rollout of clean heating and cooling technologies, we should maximise the use of waste heat and invest in better insulation, shading and ventilation across homes and public buildings. By taking a whole-building approach, we can improve comfort, reduce pressure on the grid and better protect vulnerable people from the growing risks of extreme heat.”

HPA UK Welcomes BUS Uplift for Heating Oil Homes and Progress on Electricity Price Reform

“The Boiler Upgrade Scheme plays a vital role in supporting households and small businesses to adopt heat pumps. Many who rely on heating oil have faced significant price uncertainty in recent months and lack the protection of the energy price cap.

The £1,500 uplift for oil users will make the transition to heat pumps more affordable, helping to shield families and small businesses from volatile fossil fuel costs in the years ahead.

The move to begin decoupling electricity prices from gas is a significant step that will help unlock the UK’s transition to electrification, ensuring that low-carbon heat is the most cost-effective option, always.

We also welcome the Government’s plans to cut unnecessary planning barriers for air source heat pumps, making installation easier for non-domestic buildings and residents in flats and further funding to upgrade social homes over the next two years.”

HPA UK comments on the Government’s announcement to help people pay for the rising cost of heating oil

Commenting on the recent Government announcement to support low-income families reliant on oil and accelerate local delivery of the Warm Homes Plan, Charlotte Lee, Chief Executive of the Heat Pump Association UK said:

“Additional support for low-income families who heat their homes with oil and scaling up the pace of local delivery for the Warm Homes Plan are positive and welcome steps to help those impacted by the recent energy price shocks.

However, a longer-term solution must be prioritised. Increasing the deployment of electrified low-carbon heating, such as heat pumps and heat networks, to support a move away from a reliance on volatile fossil fuels, is crucial to protect consumers against future price shocks.”

HPA comments on the Government’s Warm Homes Plan

Commenting on the publication, Charlotte Lee, Chief Executive of Heat Pump Association UK said:

“Today’s publication, and the £15 billion confirmed to deliver the Warm Homes Plan, send a strong signal to both industry and consumers that the shift to clean, affordable, electrified heat remains a priority for this Government. The plan acknowledges the vital role of heat pumps as a proven, scalable solution that can lower energy bills, improve comfort, and reduce carbon emissions for homes and buildings across the UK.

The plan confirms support for low‑income households, enhanced affordable finance options, and an increased and extended Boiler Upgrade Scheme, which demonstrates a focus on making warm, low carbon homes a reality for everyone.

Whilst the plan sets out a clear vision and spending allocation to support the decarbonisation of homes, it is disappointing and a missed opportunity not to see the same for the decarbonisation of Commercial and Public Sector buildings or confirmation of further action to tackle the high price of electricity relative to gas. We urge the Government to consult and take action to unlock meaningful progress in these areas.

The sector now eagerly awaits the publication of the Future Homes and Buildings Standard Regulations, which are essential to underpin demand in the market and unlock positive investment decisions in the manufacturing and installation of heat pumps.

We will continue to work with government and industry partners to support the sector and translate this plan into real progress on the ground.”

HPA announces next Vice Chair

HPA announces new Vice Chair

The Heat Pump Association (HPA) is pleased to announce the appointment of its next Vice Chair, Chris Taylor-Hamlin, Senior Environment Research Manager at Daikin, who will officially enter post in September 2025.

Chris brings a wealth of experience in the renewable heating sector and within trade associations and has been an active member of the Heat Pump Association. His assistance in leading the HPA is expected to further strengthen the Association’s strategic direction and industry influence at a pivotal time for the UK’s transition to net zero.

Commenting on his appointment, Chris Taylor-Hamlin said:

“It’s an honour to have been voted in by the members as Vice Chair of the HPA. The HPA is one of the most proactive associations I have had the pleasure of working with. There remains a lot of work to do via the HPA to aid governments, the regions and the country as a whole to reach the necessary decarbonisation targets. I intend to repay the trust placed in me by my fellow HPA members by impartially representing the whole heat pump sector.”

Commenting on the appointment, Charlotte Lee, Chief Executive of the HPA, said:

“We are delighted to welcome Chris as our next Vice Chair and look forward to him beginning his tenure in September. His deep industry knowledge, Association experience and commitment to advancing collaboration between the members makes him an ideal fit for this role. As we continue to work closely with government and industry stakeholders, Chris will be instrumental in driving forward the heat pump agenda and supporting the association’s work at a busy time.”

Craig Dolan will remain Chair of the HPA until September, after which Mark Wilkins, current Vice Chair, will become the Chair, with Chris Taylor-Hamlin taking over as Vice Chair. The HPA looks forward to working with Chris Taylor-Hamlin in his new capacity and continuing to champion the growth of the heat pump sector.

HPA Chief Executive reacts to Clean Energy Industries Sector Plan

Commenting on the publication of the Clean Energy Industries Sector Plan, Charlotte Lee, Chief Executive of the Heat Pump Association and member of the Clean Energy Sector Council said: ‘It is great to see heat pumps, and by association heating systems, being listed as a frontier industry within the plan and identified as one of six areas with the highest growth potential.

With a new Heat Pump Investment Accelerator Competition confirmed, £13.2bn recently announced for the Warm Homes Plan alongside a clear timeline for the introduction of the Future Homes Standard and a pledge to expand heat networks, it is clear the Government are committed to enhancing the UK’s energy security by decarbonising heat from buildings.

Whilst we await the detail within the Warm Homes Plan, this strategy sets clear intentions for the sector, and the HPA will continue to work closely with Government to support their missions to break down barriers to investment and deliver nationwide growth.

Following an announcement today that all new builds will have solar panels and some form of low carbon heating by default as part of the Future Homes Standard, HPA Chief Executive, Charlotte Lee said:

‘The HPA welcomes clarity on the publication timeline for the Future Homes Standard and confirmation that all new homes will be required to have low-carbon heating, such as heat pumps. Coupled with solar PV, highly efficient heat pump installations will result in low consumer energy bills and increase the UK’s energy security. This announcement provides a clear signal to the heat pump sector to scale up delivery in terms of workforce and manufacturing to meet the anticipated growth in the market and demonstrates the Government’s commitment to decarbonise buildings.’
